  1. POLL TAX

 

  • WHEN  – 1989-1990
  • WHO (THE GROUPS +FAMOUS FIGURES) – THE POLL TAX FEDERATION – Notable groups within that included Class War (who were blaimed for the riots) and the Militant Tendency (deep entry Trotskyists in the Labour party – who later became the Socialist party when kicked out by Tony Blair) – Liverpool Council (refused to collect the Tax)
  • WHAT THEY ACHIEVED – The end of the Poll tax – or ‘community charge’ – and the toppling of Thatcher
  • WHERE – It started iN Scotland a year before it was brought to the rest of the UK – their opposition was an inspiration to the rest of the UK
  • HOW (STRATEGY AND TACTICS) – Originally the plan was to clog up the courts through fighting cases one by one saying they were illegal, but the mass non payment campaign eventually became one where people refused to go to court.  Organising communities to resist bailiffs, through hiding or pushing them off estates became widespread – millions organised this way.
  • LESSONS LEARNT – A federation not organised by a Leninist political party can be a mass movement, and if you refusal is common place you can change the law and end the government
  • NARRATIVE – this was a movement from below, that involved mass participation and direct action by all involved
  • KEY MOMENTS – Scottish Resistance 1989 – The Poll Tax Riots 1990 – Thatcher loses leadership ballot 1990

  1. THE ROADS MOVEMENT

 

  • WHEN – 1992-1997
  • WHO (THE GROUPS +FAMOUS FIGURES) – Earth First – Reclaim The Streets – Alert – The Tribe of The Dongas – New Age Travellers – Swampy Dan (appeared on HIGNFY) –  Becca Lush
  • WHAT THEY ACHIEVED – 80% of all new roads cancelled (this was the biggest road building program ever) – Mass notoriety and a challenge on the use of the car
  • WHERE – By new road build projects, notably Claremont Road and Twyford Downs, thought there were many sites
  • HOW (STRATEGY AND TACTICS) – Key tactics included protest camps, tree house building, tunnel building, community petitioning and local council challenges, sabotage. Carmageddon kicked off the idea for Reclaim the Streets – which straddles two movements
  • LESSONS LEARNT – Committed activists and local commuites together can over come common enemies

  • WHEN – 1994-2002
  • WHO (THE GROUPS +FAMOUS FIGURES) – Reclaim the Streets, The Wombles, IndyMedia, Undercurrents, Rhythms of Resistance, The Zapatistas, Banksy and other subvertisers, No Logo, McLIbel, Corporate Watch
  • WHAT THEY ACHIEVED – A lot of noise and destruction, the first global demonstration, an ethos for organising horizontally, prioritising party and direct action
  • WHERE – Across the UK and the world eventually
  • HOW (STRATEGY AND TACTICS) – Street parties, Summit hopping (finding global summits and trying to shut them down), secretly organised riots in city centres
  • LESSONS LEARNT – Be prepared to do something bigger, involve more people, but keep the ethos that protest can be fun
  • NARRATIVE – The Iraq war and Stop The War coalition are blamed for ending an uprising of direct action in the UK, but there were problems within the movement. Nonetheless it wa an amazing, energetic, colourful and confrontational movement.
  • KEY MOMENTS – 94 the Criminal Justice Act (which outlawed repetitive beats and partying outside), 94 is also when NAFTA is passed and the Zapatistas form, 95 the first RTS party, 96, the first encuentro, 97 The Dockers Strike in Liverpool where RTS and Dockers come together, 98 PGA is formed, 99 J18 the first global day of action, 99 Seattle, 00 Prague and 1st Mayday Riot (Carnival Against Capitalism), 01 Genoa and 2nd CAC Mayday Riot – 9/11!
